100% of Our Caregivers Are Still With Their Families
We Are Caring was the first agency accredited under the Indonesia–Singapore caregiver pilot, and made the most placements of any participating agency. Every caregiver we placed is still with the family who hired her, 8.3 months on average after she started.

The most placements of any participating agency
The Caregiver Training and Placement Pilot to Singapore is a joint initiative of three Indonesian ministries: the Ministry of Protection of Indonesian Migrant Workers (KP2MI), the Ministry of Women's Empowerment and Child Protection (KemenPPPA) and Indonesia's Ministry of Manpower (Kemnaker), under the country's Care Economy programme. Training began on 17 November 2025, and the pilot was officially kicked off with a matching event for Singapore agencies on 3 December 2025. Six Singapore agencies took part, and We Are Caring made the most placements of any of them.

Every caregiver is still with her family
The early weeks of a placement are when things are most likely to go wrong: a new country, a new home, and often a parent with complex care needs. Every caregiver we placed has come through that period with the family who hired her. On average, they have now been with their families for 8.3 months, and they are still going.

What employers say
Our caregivers were placed with families looking after elderly parents, including some with multiple medical conditions. One employer left this review a few days after their caregiver started:
"Many thanks to Sam at We Are Caring for matching a caregiver with our parents with multiple medical conditions through the new Indonesian caregivers recruitment pilot. Though it's just a few days in, she has a great rapport with them, is hardworking, and is a fast and proactive learner. …" (Xin Tian)

Trained before they flew
Every caregiver in the pilot completed Kemnaker's competency-based caregiver programme (Caregiver Pelaksana, KKNI level 3) at BBPVP Bekasi, the government vocational training centre, from 17 November 2025, followed by on-the-job training. The programme covers 35 core caregiving competencies over 160 lesson hours, including vital-sign monitoring, insulin injections, nebuliser use, wheelchair transfers, tube feeding, first aid and dementia care.

Blood pressure checks, oxygen therapy, wheelchair transfers, care for a bed-bound person, personal hygiene and assisted washing, in training at BBPVP Bekasi.
Fitria, the first to fly
"I want to see my other peers get a job too. I want to help as much as I can before I fly off and have to focus on my work." (Fitria, the first caregiver of the pilot)
Fitria wrote her own CV and was hired after two interviews. While she waited for her flight, she helped others in her cohort write theirs.
Debt-free from day one
Fitria landed at Changi on 31 January 2026, the first caregiver deployed under the pilot, and started with her employer the next day. Like every helper we place, she paid no placement fee and has no salary deduction, so she arrived free to focus on her work and her family. Our job order, registered with the Indonesian Embassy, sets a monthly salary of S$800.
That's what we want the pilot to stand for: trained caregivers, matched carefully, starting their careers without debt.
The pilot, from launch to results

- 17 November 2025: the first caregiver cohort starts training at BBPVP Bekasi.
- 3 December 2025: the ministries hold the official kick-off and matching event with Singapore agencies.
- 31 January 2026: Fitria arrives at Changi, the first caregiver deployed under the pilot.
- March 2026: all our placements are made, within five weeks of the first.
- October 2026: every caregiver is still with her family.
With the people who made it happen
The pilot was a partnership between government and agencies. We're grateful to Deputy Minister Veronica Tan of KemenPPPA and Deputy Minister Christina Aryani of KP2MI for championing this pathway for Indonesian women, to Kemnaker for setting the competency standards, to the Indonesian Embassy in Singapore for its constant support, and to our partner in Indonesia, Poricon (PT Poriconindo Inti Nusa).
The pilot has now concluded. Caregivers from the cohort who were not placed in Singapore have gone on to opportunities in other countries.
